26 Otherwise, searches must be conducted to the extent deemed necessary by the organising safety officer to ensure a safe and secure event. 20.1.2 Class 3 matches At class 3 matches, all visitors passing through all public entrances must be searched. 20.1.3 Class 4 matches At class 4 matches, manual searches must be conducted on all visitors passing through all public entrances. 20.2 Duty to inform In addition to the rules of conduct that must be posted at each entrance, it should be clearly stated on the ticket and website that searches may be carried out. If searches take place inside the entrance, a sign according to Section 1.5.5 must be posted at the entrance to the relevant section. 20.3 Inspection of bags The organising club is responsible for ensuring that all bags, sacks and similar items are checked at all public entrances in connection with the match. 20.4 Inspection of supporter items It is the responsibility of the organiser to ensure that all supporter items brought into the facility comply with the requirements in the Security Rulebook. 21. Supporter items* The supporter culture is an important part of Swedish Ice Hockey that should be promoted. To facilitate equal treatment and support clubs in preventive security work, a number of rules have been decided regarding supporter items. 21.1 Flags PVC pipes are the only permitted flagpoles that may be brought into the facility. The pipe must not be plugged at either end and/or sharpened/prepared in such a way that it could constitute a “stabbing weapon”. The flagpole should be proportionate to the size of the flag and suited to the purpose. The size of flags used in the organiser’s sections may vary, provided they do not obstruct the view of spectators in the visiting supporters’ section during sweeping movements. The size of flags used in the visiting section(s) must not cover advertisements or obstruct the view for spectators in the organiser’s sections. 21.2 Banners Banners in the visiting team’s supporters’ section must not cover advertisements or obstruct the view of spectators. 21.3 Overhead flags An overhead flag, regardless of material, should be flame-retardant. Furthermore, the organiser must ensure that a specially appointed steward is present in the home team’s and visiting team’s supporter sections in the event that overhead flags are used. The steward must have access to a fire extinguisher and a fire blanket and be familiar with how these items are used in the event of a fire. Overhead flags used in the organiser’s sections must not be of such a size that they obstruct the view for spectators in the visiting supporters’ section.
