25 The ambulance personnel must furthermore be authorised by the company’s supervising doctor. • I f the patient’s health or condition is not at risk, the region’s ambulance should preferably be called to transport the patient to the nearest healthcare facility, so that the ambulance on site can remain at the match. In such cases, the ambulance crew on site must be able to provide adequate care while waiting for transport. • I f the patient’s condition requires immediate transport or if the region’s ambulance cannot be summoned within a reasonable time considering the patient’s condition, the ambulance crew may decide to transport the patient with the event’s ambulance to an appropriate healthcare facility. In such cases, the ambulance personnel must inform SOS Alarm (emergency services) as well as the control room/safety officer as to which hospital they are heading to. 19. Surveillance and inspection before the match 19.1 Inspection The organising club is responsible for inspecting bins and similar items outdoors adjacent to the facility no later than 15 minutes before the entrances open. 19.2 Vehicles Vehicles not parked in public parking areas adjacent to the facility must be regularly checked to ensure they have a valid permit. The inspection must be documented in the control room. 19.3 Visiting club’s area It is the responsibility of the representatives from the organising and visiting clubs to jointly inspect the assigned section(s), including the surrounding area, before and after the match. The inspection must be documented and saved. The documentation should include pictures and/or videos. If the visiting club’s representative is not present at the inspection, the documentation of the organising club must apply in the event of a dispute. In the event of a missed inspection as described above, the claim for damages will fall on the visiting club. 19.4 Class 3 or 4 matches For class 3 or 4 matches, or when necessary, it is the responsibility of the organising club to ensure that no one has access to the facility for one hour before the public entrances open, except for persons required for the operation and security of the facility. For class 3 or 4 matches, or when necessary, it is the responsibility of the organising club to conduct an inspection of all public areas in the facility no later than 30 minutes before the public entrances open. 20. Search and inspection of bags The search is an important part of the security at the facility. The aim is, of course, to find items that are prohibited from being brought in. The mere knowledge that searches take place, and that one therefore risks being caught with prohibited items, is highly effective in preventing crime. 20.1 Search A civil law search may be carried out by anyone (steward, security guard etc.). Searches must be carried out in accordance with the guidelines and instructions in the the Swedish Sports Confederation’s steward training course. 20.1.1 Class 1 or 2 matches For class 1 or 2 matches, a search must be conducted on all visitors passing through the visiting entrance as a minimum.
