23 16. Video surveillance 16.1 Requirements definition All matches in the SHL, HockeyAllsvenskan and HockeyEttan must be subject to video surveillance. The SDHL finals must also be subject to video surveillance. The surveillance must always be recorded and saved, for a maximum of 30 days. For clubs in HockeyEttan that have never had a video surveillance system, an exemption from Section 16 is granted in its entirety. 16.2 Timing of video surveillance The video surveillance must commence when the public entrances open and end when all members of the public have left the facility. 16.3 Camera operator It is the responsibility of the organising club to provide a competent camera operator suitable for the purpose. The camera operator cannot be the same person as the one manning the control room according to Section 12.1 (10) of the Security Rulebook. The camera operator must perform active preventive work and monitor the public event via the video surveillance system. In the event of incidents, the camera operator must actively support the organiser and the police to minimise damage and facilitate the identification of troublemakers. 16.4 Directives from the police The camera operator must, upon request, follow police directives regarding prioritising monitoring specific sections and/or persons. 16.5 Provision of recorded material The camera operator must, upon request, provide authorities with recorded material. 16.6 Standard of equipment The standard of the video surveillance equipment must not be below that specified in the product description of the video surveillance equipment, which can be obtained from the Swedish Ice Hockey Association at sakerhet@swehockey.se. 16.7 Scope The number of camera heads in the arena space must be no less than four. All camera heads must be operational at every match. Furthermore, the video surveillance system must be able to monitor the entire public area in the arena space, i.e. all seating sections with their associated areas/spaces. This may mean that more than four camera heads may be required, depending on the design of the arena space, the suspensions in the ceiling structure etc. 17. Crisis management/evacuation 17.1 Crisis plan It is the responsibility of the club to draw up, maintain and implement a crisis plan for that club. Templates can be requested from sakerhet@swehockey.se. 17.2 Evacuation An evacuation plan must be established for all sections and areas within the facility. The document must regulate how the organisation is structured to manage an evacuation of the entire facility as well as a possible restart of the match.
