19 12.4 Staffing for class 3 or 4 matches* For class 3 or 4 matches, the facility must be staffed to ensure the following from the time the public entrances open until the last visitor leaves the facility: 1. Basic staffing 2. Full compliance with the Security Rulebook 3. Increased number of security guards and stewards from class 2 4. Visiting club provides a safety officer or deputy safety officer in accordance with Section 2.4 of the Security Rulebook 5. The management team is strengthened with an additional expert 6. Players and leaders are informed and security-conscious “Expert” in point 5 refers to a person who has completed the the Swedish Sports Confederation’s Public Steward training, MSB’s online course in Protection against Terrorism and Hostile Threats, the Sports Match-Fixing training and Clean Winner with a passing result. They would also have good knowledge of security work, legislation, the Swedish Ice Hockey Association’s Competition Regulations and supporters. 12.5 Presence of visiting safety officer In addition to what is stated in the Security Rulebook, the visiting safety officer or deputy safety officer must be present at all of the club’s away matches in the following series: - Negative qualification in SHL to HockeyAllsvenskan - Negative qualification in HockeyAllsvenskan to HockeyEttan - Playoffs in the SHL (round of 16, quarter-final, semi-final and final) - Playoffs in HockeyAllsvenskan (round of 16, quarter-final, semi-final and final) The aforementioned regulation may be subject to an exemption procedure. Exemptions are granted only in exceptional cases and are decided based on an overall assessment where the number of expected visiting supporters is expected to be small, taking into account the significance of the match, the day of the week etc. An application for exemption must: • Be received by sakerhet@swehockey.se no later than 48 hours before the start of the match • Report previous history regarding visiting supporters at the relevant organiser’s venue • Report any disturbances caused by visiting club supporters at the relevant organiser’s venue • Report any pre-purchased tickets for the visiting club’s supporter section • R eport whether the visiting club’s supporters have a local or regional connection to the town/region where the organiser is playing the match A decision will be communicated to the visiting club no later than 24 hours before the start of the match, provided that the application for exemption is complete/correctly filled out and has been submitted before the 48-hour deadline. 13. Stewards* The steward is the representative of the club and should be a role model for visitors. The function of providing service is clearly the most important, but stewards also play an important role in noticing and identifying disturbances and/or individuals who are banned according to the organiser’s rights and/or subject to access restrictions. To ensure service and security, stewards must be present in all sections to which visitors are directed, to the extent deemed necessary. 13.1 Organisation Stewards are subordinate to the safety officer of their club.
