18 The visiting safety officer must be well prepared and able to present details of the expected number of visiting supporters, estimated arrival time of any trip, as well as the security work before, during and after the match from the visiting club. 11.2.2 Preliminary meeting on match day A preliminary meeting must be held at least one hour before the public entrances open. At least the following must attend: • Organising safety officer • S afety officer or deputy safety officer from the visiting club in accordance with Section 2.4 of the Security Rulebook • Representative from the facility owner • Representative from the Swedish Ice Hockey Association In addition to the above, a representative from the police must be invited and given the opportunity to attend. The preliminary meeting is led by the representative of the Swedish Ice Hockey Association. 11.2.3 Debrief If necessary, a debrief will be held. The decision as to whether a debrief is needed is made by a representative from the Swedish Ice Hockey Association. 12. Staffing* As a match is a public event, the security work must be manageable without initially relying on the police and emergency services. 12.1 Basic staffing Regardless of match classification, the facility must always be sufficiently staffed to ensure the following from the time the public entrances open until the last visitor leaves the facility: 1. compliance with the notification certificate 2. evacuation of the entire facility is managed 3. handling of a minor disturbance is managed in all sections 4. handling of a minor healthcare intervention is handled in all sections 5. handling of a minor fire intervention is managed in all sections 6. management of spaces for referees and players is handled in accordance with the Security Rulebook 7. monitoring of player benches, penalty benches and player entrances is maintained 8. stairs and landings are kept clear in all sections 9. the maximum number per stand section is not exceeded 10. the control room is staffed by the safety officer or deputy safety officer in accordance with Section 1.4 of the Security Rulebook 11. inspection round of the entire facility is completed 12.2 Staffing for class 1 matches* For class 1 matches, the facility must be staffed to ensure the following from the time the public entrances open until the last visitor leaves the facility: 1. Basic staffing 2. Full compliance with the Security Rulebook 12.3 Staffing for class 2 matches* For class 2 matches, the facility must be staffed to ensure the following from the time the public entrances open until the last visitor leaves the facility: 1. Basic staffing 2. Full compliance with the Security Rulebook 3. Increased number of security guards and stewards from class 1 4. Visiting club provides a safety officer or deputy safety officer in accordance with Section 2.4 of the Security Rulebook in the event of organised trips of over 50 people
