28 22.3 Ignition of illegal pyrotechnics In the event of ignition of illegal pyrotechnics during a match, Section 28, Procedure for serious incidents, must be followed in its entirety. If pyrotechnics have been ignited in the facility and the smoke obstructs visual and technical oversight of the entire arena space, for working-environment and security purposes the match must not be resumed from until full visibility of the entire arena space is ensured from the control room. This applies even if the broadcasting TV company’s cameras do not have full visibility of the arena. 23. Offensive texts, symbols and chants/songs 23.1 Basic principles The basic principle is that all actions and means of expression that violate Swedish law are obviously also prohibited in connection with matches within Swedish Ice Hockey. In addition, it is the responsibility of each club to counteract other forms of actions and means of expression with offensive and/or discriminatory messages. The club must continuously review and decide which texts and symbols may be permitted. 23.2 Dissociation The organiser must, through immediate measures, express their disapproval of visitors’ use of symbols, attributes and texts with offensive and/or discriminatory messages. The organiser must, through immediate measures, express their disapproval of discriminatory and/or offensive chants/songs, as well as other improper conduct. 23.3 Procedure for dissociation The organiser is responsible for promptly taking action to express their disapproval of visitors’ use of symbols, attributes and texts with offensive and/or discriminatory messages in accordance with the following procedure. The control room directs and allocates the work and logistics. 1. Assess the possibility of taking down/removing the message. 2. I n the event that (1) cannot be implemented, an announcement is to be made and an image is to be displayed. 3. I n the event that the visiting safety officer is not present, the organiser is responsible for informing the visiting club. Regardless of whether the visiting safety officer is present or not, the visiting club must, through immediate measures, express its disapproval in accordance with Section 2.2 of the Security Rulebook. Such immediate measures could include placing messages on their website and/or social media. Political messages 24.1 Political messages during the match The display of political messages on arena advertising and match kits or in match programmes is only permitted in the form of political parties’ names and/or symbols. Other forms of political messages are prohibited, such as political speeches and demonstrations, as well as other similar activities regardless of the form of presentation (text, sound, image or otherwise). Any exemptions, including regarding demonstrations, are decided by the Swedish Ice Hockey Association.
