16 9.3 Risk assessment Before each match, the organiser must conduct a risk assessment. A carefully conducted analysis should ensure that a security organisation has good conditions to succeed with preventive work. Preventive work must always be prioritised. Careful work reduces the risks of incidents, particularly those of an unforeseen nature. Mental preparation also significantly enhances the security organisation’s ability to handle conflict situations. The four phases of the risk assessment are: • Risk identification • Risk analysis • Risk assessment • Remedial measures As support for the risk assessment, it is recommended to download MSB’s “Security Guide for Events” from www.msb.se. 9.4 Criteria for classification* The following criteria constitute the basic conditions for each class of match. 9.4.1 Class 1 • The match will be played Monday to Thursday excluding holidays. • The match is not a derby. • The visiting club is not organising an official supporter trip. • The analysis work shows no indicators of deviations. • The match is not part of the finals/playoffs. 9.4.2 Class 2 • The match will be played Friday to Sunday or on a public holiday. • T he visiting club is organising an official supporter trip, with a number of supporters to be accommodated within the regular visitors’ section. • S pecial activities are organised in connection with the match to attract additional and/or unusual audiences. 9.4.3 Class 3* • T he visiting club is organising an official supporter trip, with a number of supporters not being accommodated within the regular visiting section. • The match is a derby and/or there is a particular history between the teams. • The analysis work indicates a risk of deviations. • The match may be directly decisive for the Swedish Championship or promotion/relegation. 9.4.4 Class 4 • T he match is an unusually significant derby or there is a particular history between the clubs that indicates special risk. • The analysis work indicates a very high risk of deviations. • There is a specific threat against the match. 10. Match agreement The match agreement is the civil law agreement on a match established between clubs that are to play a match governed by the Swedish Ice Hockey Association’s Competition Regulations. The match agreement is drawn up and completed on the Swedish Ice Hockey Association’s Security page, www.sif.securityinhockey.se.
