10 3.2 Certification/classification A facility must be certified/classified in order for matches to be held. The certificate is proof that the facility meets the requirements set out in the regulations. The certification is carried out by the Inspection Group of the Swedish Ice Hockey Association. In the event that a facility fails inspection and is not certified/classified, no match may be held at the facility until the deficiencies have been rectified. 3.3 Inspection interval Facilities classified as “arenas” are inspected at least every season. Other facilities have an inspection interval of at least every third season. 3.4 Facility documentation The club is obliged, upon request, to send the Swedish Ice Hockey Association the requested documents regarding facility details in their entirety. The documents must be received by the Swedish Ice Hockey Association no later than the specified date. 3.5 Illumination of supporters’ sections* In connection with all matches, the organising club must ensure that the area where the home and visiting clubs’ supporters’ sections are located is illuminated. This applies throughout the match and covers all sections allocated to the aforementioned target groups. The lighting must be optimised to ensure identification through video surveillance. 4. Attendance The club must attend the meetings convened by the Swedish Ice Hockey Association’s security department. This may include in-person or digital security conferences, security meetings etc. The person attending should preferably be the person appointed by the club as the safety officer. If the safety officer is unavailable, the deputy safety officer should attend and represent the club in the relevant matters. The roles of safety officer and deputy safety officer must at a minimum meet the criteria set out in Section 1.4 of the Security Rulebook. The reason for the above provision is to create conditions to effectively advance security issues and to ensure that all clubs not only have the opportunity to express their views but also actually do so, so that the decisions of the Swedish Ice Hockey Association are well grounded and implemented within the clubs. If no response is received to questions sent/posed to the safety officers, this must be considered as a yes. In the event that the safety officer cannot attend, they must forward the summons to the deputy safety officer.
